No entanto, de acordo com o Tesouro, a participa\u00e7\u00e3o das verbas de anos anteriores no Or\u00e7amento do ano corrente representa o terceiro menor percentual desde 2008, superior apenas aos restos a pagar de 2008 (6,6%) e de 2017 (6,8%).<\/p>\n<p style=\"text-align: justify;\">Segundo o Tesouro, o aumento este ano decorre basicamente do crescimento de 11,7% de novas inscri\u00e7\u00f5es pelos minist\u00e9rios. Restos a pagar s\u00e3o despesas empenhadas (autorizadas) at\u00e9 31 de dezembro de um ano, mas pagas nos anos seguintes. Quando a despesa passou para a fase da liquida\u00e7\u00e3o (o servi\u00e7o foi executado ou a compra foi feita, s\u00f3 faltando o pagamento), o resto a pagar \u00e9 considerado processado.<\/p>\n<p style=\"text-align: justify;\">Do total de R$ 155 bilh\u00f5es de restos a pagar deste ano, informou o Tesouro, R$ 128 bilh\u00f5es n\u00e3o ainda foram processados e R$ 27 bilh\u00f5es foram processados. Os anos em que o volume de restos a pagar atingiu n\u00edveis recordes foram de 2013 para 2014 (R$ 229 bilh\u00f5es) e de 2014 para 2015 (R$ 228 bilh\u00f5es).
